This focus group addresses the main barriers to financing offshore wind in emerging Adriatic–Ionian markets and explores what investment conditions are required to make projects bankable—covering risk allocation, the availability of dedicated instruments, and the role of stable policy frameworks.

Participants highlighted that offshore wind is inherently capital-intensive, but that in the Adriatic–Ionian context the challenge is amplified by limited market maturity and a lack of established offshore wind financing mechanisms.
The discussion confirms that financing conditions are inseparable from governance and permitting predictability: investment confidence depends on regulatory stability and clear support mechanisms that reduce uncertainty and improve bankability. These insights feed into the strategy recommendations on investment de-risking, finance instrument design, and public-private coordination.
